DAY ONE OF THE MEETING

Opening of the ceremony: Verses from the Holly Kor’an by Sheik Omar Herow. The sheik continued his speech by describing how Prophet Mohamed (PBUH) led his community before he was selected as a prophet.

He said that our country can become into peaceful, when we agree on or concentrate on the common issues rather than pursuing individual selfish interests. ‘We can never reach our purpose unless we go back to our history”, “let’s remember our forefathers who fought for our freedom” he said. 

Abdirahman Mo’alin Ahmed (Ablaal), the chairperson of SOSCENSA platform has officially opened the workshop. “I’m welcoming all the participants of the meeting who are ready to contribute their ideas and viewpoints to the current issues of our mother home – Somalia today on peace process  and political development of the country”, “we all belong to this Platform if you are not a member of the government” the chairman said.

He added that the civil society has now started to contribute to the enhancement of the peace building measures and that the viewpoints of every individual is very important and it can make changes to the current political situation of the country.

‘This is the second meeting of its kind and there were several consultation meetings that come up with relevant recommendations and suggestions those we shared with international and national actors as well as we are going to share with you’, the chairman said. The chairman concluded that all participants are welcome again and the meeting is officially open.

 Introduction of the participants and the setting up the workshop norms 

After the official opening of the consultation meeting, the introduction of the participants has started. Every participant has introduced himself/herself and the place of occupation and affiliation.

After the participants introduced themselves, the following class norms were agreed upon:

Silencing of the mobile phones or switching off,

Free expression of personal viewpoints (3 minutes),

Be limited within the topic of discussion,

Strict movement within the training hall,

Keeping the time (punctuality),

Appointing a time keeper,

Getting an energizer,

One room, one meeting.

Objectives of the meeting

The Executive Director of SOSCENSA Mr. Hassan Ahmed Sadik followed to explain the objectives of such consultation meeting which is often organizes by the Platform, because SOSCENSA always encourages the communities and structured civil society organizations who are members or non members, to effectively participate policy dialogue, reconciliation and peace building process through organizing consultative meeting and creating opportunities that civil society to raise their concern on the security, peace and development activities. The ED continued to say; SOSCENSA Organized previously meetings and crucial events such as;

April 2011 CDC valuable report which had an impact.

The effects of Kampala Accord on June 2011, which came up with a declaration and advices.

Citizen dialogue meetings;

1. July 7th 2011, 65 members from the intellectuals held meeting,

2. July 16th 2011, 65 members from women groups/organizations held meeting,

3. July 18th 2011, 70 members from traditional elders and prominent figures held meeting,

4. August 11th 2011, a wrap up meeting and validation of recommendations and suggestions from the grass root society were held.

On July 18th 2011, SOSCENSA participated a meeting on Somalia crisis took place in Chatham house, London, UK. Participants were drawn from TFG, Puntland, Ahlusunna, Europe, SOSCENSA, PUNSAA, IIDA, and DFID. This has latter led that Great Britain Government is now organizing a conference on Somali Crisis in February next year. 

On July 20th 2011, SOSCENSA delegate, Diaspora focal point participated a meeting at the House of Lords, in London. In that meeting, the role of the civil society in the pacification of Somalia was acknowledged.

All those meetings were part of SOSCENSA efforts to demonstrate the role of the citizen in the transition period and forced UNPOS to recognize the rights, roles and allow the civil society to participate the political consultative meetings they organize in everywhere and time.

SOSCENSA always organizes community dialogue in order to solve existing problem and to hear the voice of the civil society, and SOSCENSA objective is to bring citizens together and talk on their socio-political affairs. We campaigned against 4.5 system of the TFG, though this is a threat that still stands on it, we advocated for the drought victims when they were scattered along the Mogadishu streets.

In Bakara Market, if you remember, when the bombardment had been continuing, in response to a request from private sectors about their concern of protection their property in Bakara Market. SOSCENSA had organized a consultation meeting for CS Solidarity to support the Private sector on safety of Bakara Market properties which it belongs to all the Somali community.

Introduction of the Road Map

When the training objectives were completed, the presentation of the Road Map articles has started by Mr. Said Birmad Egal.

The four main articles of the Road Map (Security, Reconciliation, Constitution and the good governance) action plans were presented and discussed. Some of the action plans were done, others got started and some of the action plans never started off or has passed their deadlines.

“The Road Map is just an action plan to be accomplished before August 2011, the deadline of the TFG” said Mr. Enow, one of the meeting organizers. 

The participants were informed that they acquire further information from the internet about the progress of the Road Map Action Plan.

Predesigned Questions on the Road Map

The chairman of SOSCENSA, Mr. Abdirahman Mo’alin Ahmed (Ablaal) explained the guiding questions of the meeting activities and read out both in Somali and English. Participants were subdivided into 5 groups in order to discuss and answer the questions and present their viewpoints.

Group Work

All groups were distributed copies of guiding questions section A and B (Political Arrangement and Local Stability) and they took enough time to discuss and in the afternoon, group presentation was started.

All groups presented their presentation while the note taker wrote out every comments and suggestions raised by groups. The following are the outcome of groups’ answers. Each question’s answer is under listed as common opinion and if there is different opinion on the same questions is there as well:

A. Political Arrangements 

1. What are the priority areas for implementation of the roadmap up to August? 

Security of the country 

Reconciliation 

Constitution 

Good governance 

Different opinion 

Governance to the second priority 

Parliament reforms to be the forth priority not governance. 

2. What can realistically be implemented? And by whom?

Keeping security and continuation of dialogue, reconciliation among the community  

Will be implemented jointly by the TFG with support from the  international community 

Mogadishu liberation will be the only realistic can be done in the whole of the road map plan. 

To some extent several region will be liberated while taking the lead by the JSC 

3. What do you think is still needed for the constitution making process to be completed?

Increase massively consultation on the constitution issues with the Somalia communities to allow common understanding on the constitution  

Increase the awareness and understanding of the constitution its self 

Contextualize the constitution 

Referendum through constituency representation approach 

The process of the constitution making lucks the role of the civil society hence that needs to be re-assured for effective and inclusive constitution making process. 

Public referendum 

Stabilization of the regions that controlled by the oppositions 

Getting credible constitute assembly which factually represent the community 

4. How do you think national reconciliation should be approached? What are the important aspects of reconciliation for Somalia? For example, how do you think further conflict and exclusion can be prevented through the national reconciliation process?  

Bottom-up approach is the best and continuation of massive consultation making sure massive inclusiveness  

There should reconciliation that is free from any other/external intervention and dictation in that way any reconciliation conducted will be fruit full. 

The reconciliation agendas and approach should be from the Somalia community not from the international community 

Through representation from village, district and regional level 

5. What do you think are the possible scenarios for roadmap implementation by August 2012? (for example, completion, partial completion, non-completion)

Non completion –because time given and the task are not compatible in reality 

Can be completed- the security of Mogadishu, the reforms of the parliament.

Partial compellation can be- The security of the whole country, general reconciliation of the country, 

Non-completion-good governance and transparency and good systems in place. 

6. What do you think would be the best way of selecting members of the Parliament? And the best way of selecting members of a constituent assembly? On what criteria? 

The best way is  through election 

Criteria, 40 years and over, has not involve any country criminal conduct, has not handled the parliamentary sit more than twice, university degree, free from any impunity, has to be someone well known and respected within the community he/she represents, free from any kind of drug, has not be associated with any terror/warlords group,  

Selection of the parliamentarian(other opinion) – based on regions, 4.5 formula, population per regions hence number of sit in the parliament determined by the population, 

7. How do you think the relationship between the TFG and regional administrations/local authorities can be improved? 

Regional autonomy should be base on the agreement designated in the constitution of the country (TFG)

Regional administration should respect the role of the government and should believe that they are part and passel of the bigger federal government body not as separate entity on their own, 

Regional administration should share information and greatly consult when dealing with national boarder and resource issues, 

The government should recognize the legitimate regional administration and make sure the share/resource and other obliged role are given to the regional administration 

The government should believe that the legitimate regional authority are part and passel of the government and deserve the respect, 

Both parties should be accountable to each other 

8. What kind of relationship between the TFG and regional administrations would best provide services, security, be inclusive etc? 

The relation between the parties should mutual agreement that is based on in accordance of the constitution and both should respect the constitution articles in regards of federal administrations, 

The major relationship that the TFG and the regional administration can have will only be based on the constitution and also will be only issues related to the plan development of the community and security,  but issues to do with the boarders, national agreement and others will be solely responsible by the central government. 

9. How do you think governing structures can be created that best respond to your needs? 

The best way on which the governing structure be created can be through elected by the people which is free from any external influence/interventions,   

The best governing structure can be the donors in one corner, government institution in one corner, and nongovernmental institution on the other. 

Encouraged the women groups and civil society to contribute and take part the respond of the needs of the entire community 

Consideration of all sectors from the Somali community to ensure full scale of participation/inclusiveness. 

10. How can the political process ensure that the priorities of women, youth and other marginalized groups are also responded to? 

The share of the women (1/4) should be clearly stated in the constitution and respected when it comes to the implementation plan. Also the youth and marginalized should be given an article that represent their interest and protection within the entire body of the constitution and respect as well. 

To recognize the women and youth have right in their country and allow to participate the political, development and other roles of the country 

B. Local stability 

1. How might donors coordinate most effectively support stability at the local level? 

International community should have a consolidated body that represents all their voices and opinion towards the Somalia national stabilization process, through establishing one commission, 

The Somalis represented by the government should always be consulted with the decision and plans that are needed to be governed or implemented in the country that contributes towards national reconciliation, stabilization and rebuilding. 

2. What are the benefits of regional administrations/local authorities? 

Keeping the security of the region/area 

Strengthen the ownership

Can fill the vacuum of politics and strengthen the capacity of the government if they are in the first place established within the legal frame of the constitution and the charter of the TFG.  

The interaction among the community in peace fully and orderly manner 

Create an environment of positive competitions (rebuilding the country through social infrastructure rehabilitation, creating economy (e.t.c.)

Contribute and take part the national stabilization and reconciliation by first doing it practically in their own region and contribute national wise. 

3. Do local authorities serve the needs of people in their communities? 

No, because they do not have the capacity to serve the entire needs of their community 

4. How can local authorities be encouraged to provide services that people need? 

By building their internal capacity through training from various areas including militarily, management and politically arrangement. 

Assist them in keeping their area security by providing them the necessary back force they need both political and economical. 

By recognizing them and encourage them on the good work they are doing through awards.

Create for them source of income and trained them on how to manage and control the income. 

5. How should local safety and security in Mogadishu and in other "liberated" areas best be supported?  

The community should be mobilized so that they take part the security. Community should be encouraged to go back to their original residence. 

Formulation of local policing systems in the country 

Strengthen the local security forces 

Employment generation for the youth that do not have work and income 

Disbarment and rehabilitation program 

Reconciliation process 

The government should do mining from the area/locations liberated to assure to the community that the location/houses are free from any danger/explosion that could cause harm for and to the community.

The government should assure bringing the normal basic life standards to its normalcy through rehabilitating the roads, schools, providing water, rehabilitating MCHs, police stations e.t.c. 

The government should make sure the police/other forces get their salary constantly. 

The government prepares the plan/strategy of rebuilding the liberated areas with help from the international community 

The civil society advocates for the rights of the people that returning to their homelands

The government should guarantee the different military groups are in their designated camps/barracks unless there is special issues/security 

The government should make sure the police and other forces are given their salaries on time and in effective manner 

The government should make sure to immediately change the senior officers of the armed forces if there is no progress seen within two months or three. 

6. Is there local support for armed groups?

Yes-there is the support from the business people, religion groups, families/relatives. 

7. What are the best mechanisms to prevent/mitigate local support for armed groups?

To impose sanction whoever is identified/recognized supporting the opponent force of the government, and internal criminal courts being taken to. 

Likewise, the individuals, groups and other associates that are being identified supporting the opponent force group should be convicted and taken to court and punished.

Strengthen the current governing and system of the government 

Sanction against the opponent forces sources of economy should be imposed. 

Mobilizing the community so that they are alert and report to the government for any issues arise. 

i. What are key threats to stability to Somalia, particularly at the local level?

Luck of effective low and order maintenance in the country 

Jobless 

Opposing religious groups based on politics 

Piracy 

Un registered/controlled/identified/known arms 

The re-enforcement/back-ups of the TFG opponent from the regions they do control 

The disagreement/conflict within the government top institution 

Without control and un abide by the rule and the low of the government 

Corruption within the governmental systems that kills the moral of the entire community and in particular the bodies of the government 

ii. How should these be tackled?

Controlled the support given to the armed/opponent group

Reduce the conflict among the top official of the government through constitutional wise and reconciliation process 

Strengthen governmental structures and systems that community trust 

Establish anti corruption unit 

Manage to disarm the arms groups within the TFG control areas, 

Continuously pay the government employees specially the arm forces 

Create job opportunities for the youth that are involved in conflict and those are involved 

Register the arms and the forces 

Create employment generation 

Getting effective law and order 


iii. Does piracy represent a threat, and if so, how should it be tackled? 

Yes, the best way to tackle the problem of piracy is to have very strong/effective government that has the capacity to control its maritime boarders. 

Build the capacity in terms of training and equipment the Somali marine forces.

Give constant salary to the Somali marine forces 

iv. Are there other security threats? How should they be tackled?

Yes, there are other threats in terms of security to the country which may come from the neighbour countries. 

There should be strong government 

v. What would happen if the TFG defeated its opponents? 

People may support the victory of the government and contribute keeping the security of the liberated areas. 

Likewise there are possibilities of emerging other political parties that are now under cover. Also there is a possibility of the government to gained/xx the hearts and the minds of its citizen through massive mobilization. 

There is a possibility of further conflict among the IGAD countries that are currently differing the opinion of the national stabilization of Somalia. 

There is a possibility of further increment of the conflict within the government institution as most of the country has been liberated and each person has position of negotiations, as the government was originally based on power sharing.
